Planning for Climate Neutrality in Milan

On September 15th, 2025, the Politecnico di Milano hosted the conference “Planning for Climate Neutrality: Governance Models in Dialogue” at the CRAFT – Competence Center for Antifragile Territories (Campus Leonardo) in Milan.

The event brought together academics, institutional representatives, and European project partners to explore how Milan and other Italian cities are structuring their pathways toward climate neutrality within the framework of the EU Mission “100 Climate-Neutral and Smart Cities.”

Climate City Contracts as Strategic Instruments

Cities participating in the Mission have developed and are currently implementing Climate City Contracts (CCCs)—strategic planning instruments designed to guide and coordinate the transition toward climate neutrality.

In some contexts, these contracts function as comprehensive governance frameworks, shaping decisions across multiple urban sectors. In others, they complement existing planning tools and policy strategies already in place.

Building on dialogue among Horizon Europe projects working on climate neutrality, the study day offered a comparative discussion of the transition pathways of four Italian cities at the forefront of the EU Mission:

  • Milan
  • Turin
  • Florence
  • Padua

The conference concluded with a roundtable examining the relationship between climate action and both general and sectoral urban planning, highlighting how governance innovation can accelerate implementation.


Governance Innovation and Urban Transition

The initiative was supported by the Climaborough Project and CRAFT, reinforcing the importance of collaboration between research institutions and European innovation platforms.

Speakers included Andrea Giorgio, Benedetta Lucchitta, Ettore Bompard, Francesco Musco, Giovanni Vicentini, Giulia Canilli, Grazia Concilio, Lorenzo Chelleri, Maria Manez Costa, Matteo Satta, Mattia Leone, Mira Conci, Rossana Torri, and Stefano Salata.

The scientific coordination was led by Grazia Concilio, Matteo Giacomelli, and Irene Bianchi.
